The Cultural and Community Services Mission is to provide extraordinary service, educate, entertain, and enlighten the citizens of Thousand Oaks through exposure to art, music, drama, community, and government meetings and events. Through collaborative leadership and innovative programming, the department enriches the quality of life by inspiring creativity, fostering inclusion, and providing access to diverse cultural, educational, and community experiences. It connects residents of all ages to opportunities that promote learning, engagement, and well-being, while managing key facilities and services that support youth, seniors, the arts, and the broader community.

The Cultural and Community Services Department’s General Fund divisions include:

    • Management of Fred Kavli Theatre and Scherr Forum Theatre

    • CAP Presents programming and community performances

    • Founder services, group sales, and season subscriptions

  • Community Services

    • Youth Commission and Teen Services

    • Council on Aging and senior services coordination

    • Homelessness support through the Navigation Center

  • Library Services

    • Passport processing and remote locker access

    • Literacy programs, internet instruction, and reference assistance

    • Public access to Grant R. Brimhall Library and Newbury Park Branch Library

  • Art & Gallery Services

    • Community Gallery curation and public art installations

    • Liaison support for TOARTS and Arts & Culture Roundtable

    • Marketing and digital media for cultural programming
