The Community Development Department’s Mission is to guide responsible growth and land use while protecting the health, safety, and character of Thousand Oaks. Through balanced planning, code enforcement, and housing programs, the Department ensures that development aligns with community values, environmental resources, and long-term sustainability.

The Department consists of six divisions: Planning, Building, Code Compliance, Housing/CDBG, Operations, and Administration.

The Department’s responsibilities include:

  • Managing the City's General Plan, zoning, and environmental review

  • Overseeing building permits, inspections, and plan checks

  • Enforcing municipal codes to maintain safe and desirable neighborhoods

  • Administering affordable housing and Community Development Block Grant (CDBG) programs

  • Supporting the Planning Commission and public development review

  • Providing animal care and control services for residents and local wildlife
